Is the "Issues" section of the repository the appropriate place to make "wish list" features, such as this? It would be an appreciated upgrade to be able to adjust the location and dimensions (move & resize) of layers. I notice that this lack of functionality is especially noticeable when importing PNG images as layers, to use as guides.

Layers are now movable by using the move tool. (on the top bar or in the tools panel).
Layers can only be moved by the n x 1000px in x/y directions. :D

You can actually specify the offset in the Importing dialog when importing PNG.
The lack of scaling feature is intentional, it will require you to have a correct scale of the image you are planning to work on. However you could export the layer and scale in other programs.
